U.S.–China tariff framework: what importers need to know
Following the September Trump–Xi summit, the two governments published product lists under a “30-for-30” framework covering approximately $30 billion in annual trade in each direction, measured using 2024 trade values.
Listed products do not automatically qualify for a lower duty today. The September 27 framework says future tariff reductions must be determined and implemented through each country’s legal procedures. The published lists do not specify final duty rates or an implementation date. Confirm subsequent customs instructions before applying relief.
Products covered
The U.S. list contains 77 tariff lines for Chinese-origin goods, including household appliances, textiles, toys, holiday items and selected children’s products. Some lines cover only a specific product description.

Examples only; check the complete list and all description limits. China’s proposed import list covers 1,619 tariff lines. Categories include U.S. agricultural products, seafood, logs and wood products, cosmetics, medical devices and coal. Chinese authorities report that roughly 90% of products on each side would receive most-favored-nation treatment once the arrangement is implemented. This does not mean every product becomes duty-free.
Other trade commitments
The White House announced an agricultural market-access working group and China’s commitment to import at least 10 million metric tons of U.S. coal in each of 2027 and 2028. China’s published account says the suspension of certain tariff and non-tariff measures is extended through January 10, 2027.
Before quoting or entering cargo
- Match the product’s HTS classification and description to the official list, including any “Ex-Out” limits.
- Check implementing notices, effective entry dates and applicable additional duties with your customs broker.
- Keep existing duty assumptions in quotations until a legally effective change is confirmed. A freight rate’s origin gate-in validity is separate from customs tariff timing.
